If I understand correctly, FreeOnDemand almost always stays free, so if people see this thread down the road they can nab any game listed here, and Joseahfer doesn't have crazy amounts of updating to do to keep the list up to date, whereas No Cost is going to be paid again after the promotional period, so those games aren't listed in this thread.
There used to be a thread by someone else that listed the freebies that came up temporarily, but I haven't seen it in a while (think they ran out of time to keep it updated).

According to SteamDB, the base game was released as FOD and those two dlcs needed to be paid at first.
On 21 May, the publisher added those two dlcs into the FOD package. And several minutes later, that FOD package turned to unavailable. Which means if you added the free base game before 21 May, it has been upgraded to the Complete Edition (with the dlcs) automatically.
On 25 May, The publisher released the Complete Edition. So using 🚫 is recommended.

The store pages for those DLC can still be found - they haven't been removed, but those parts are no longer available for sale. I think I must have acquired them through the steamdb.info "add free games" script when I was messing with it a couple of weeks ago (yes, before May 21). Both DLC store pages show as "owned" when I visit them.
Notice: At the request of the publisher, Quintus and the Absent Truth - Chapter Two is no longer available for sale on Steam.
Same for Ch. 3. This from a visit a couple of minutes ago (May 30).

FreeOnDemand games don't increase your profile counter, don't drop cards and they can be removed from the licenses page. NoCost games are just the opposite, except for cards with the latest Steam changes.
