Talk to your parents. I did and my dad used his credit card over the phone to get a code to unlock the full version of Blues Brothers for me for the Amiga. Also, Christmas is coming up, maybe you could get them to buy you £10 steam credit? Or if you get money for Christmas from aunts/uncles/grandparents you could tell your parents what you want to buy and they'll buy it for you?

Both TF2 and Dota 2 are solid games. Outside of Steam League of Legends is a nice option. Although LoL and Dota take some getting used to.

Also, if you don't have one already, sign up for a GOG account. There are 10 free games that you get immediate access to, including one recent FPS called Warsow. About 1-2/year, GOG also gives away one of their other titles for free for a brief period (such as Fallout 1 or Realms of Arkania 1 & 2), usually for completing a brief survey.

There are enough great and varied F2P games out there that one could play for years without spending a penny. Granted, some of them are still in beta stage.
But beware of the monster in the bushes. Never. Ever. Play Runescape.

I'm in search for games, I also really wanna get L4D1 and 2 but there's no steam wallet cards here in the UK...Yet :(
