I've won several games, some of them played and some of them are in my backlist. This includes games that have heavy requirements, Drug Wars (damn you Jetta...I mean, thanks for this awesome game XOXO) and AvP, which I'll play as soon as I get a better GPU, because I want to see those games as pretty as possible or, like in AvP, I want to see those DX11 effects that the game apparently has.
Other games I've won are Portal 2 (single player game finished, waiting for my Portal 2 buddies for a co-op run) and Limbo.

Seriously OP? I don't like this attitude one bit.
I have a backlog of games because I spend a lot of time at work and games these days take a good 10-60 hours each to complete. I guess I shouldn't enter any giveaways then? Maybe I should also stop giving games out as well? sheeesh
I only enter on things I intend to play, be it play them now, or play them in 6 months time.

I've just got one rather large backlog of games.
Man I have a lot to play through- Cyowolf's Backloggery
Note: Not been updated in awhile, so there's quite a few more games to be added to that list.

plenty of reasons I could think of.
I choose to enter for a giveaway and play it some time in the future because I take breaks inbetween games, and there are some time periods, sometimes even weeks, when I play nothing at all. That's just my habit. Does that mean I don't have the right to enter just because I'm not playing it right away? Also, a month or two may seem a "long time" to you, but for a busy person, it may just fly by. To me, 2 months in terms of gaming is actually quite a short time.
Everyone has different gaming preferences, it's unfair to just assume that people are greedy collectors if you don't know the reasons they're not playing at the moment.
(Edited for spelling mistakes -.-)

The guy that won my only giveaway so far hasn't played it yet

This. Plus it makes it hard sometimes, since my friends like to randomly gift me, despite me telling them a lot that they don't have to. Creates too much for me to play at any one time. The concept falls to the same though, I want the game, I want to play it, I try to play when I win, but I have too many to go through as it is.

The lesson here is that we should all keep our profiles private. It's nobody's business what we do, when we do it.

I do not understand why gifters play gratuity police and stalk their winners to see if their games are played. There are many different reasons why people might not play a game soon after winning it.
Some people have school or work, and are saving it for a long weekend or a vacation or summer or Christmas or some other time.
Other people have bandwidth limitations and can't download their whole Steam library.
Or people like me have a collosal backlog and do honestly intend to get around to it eventually - but it's hard to prioritize one game over many others.
Or some people (also like me) are particularly hung up on one game at the moment - remember that playing video games is meant to have fun with those games, not to get through a backlog as efficiently as possible. It's not about "advancing through the multiplayer ranking system" for some of us, it's about having fun. I have 200 hours in Europa Universalis 3 - I could have cleared a huge part of my backlist in that much time. But do I regret it? No, because I've had fun with EU3. This is also why I keep coming back to Wargame: EE lately even though I have 50 hours into it and a ton of games I've never played before.
Or some of us (again, like me) are just plain picky and can only play a game when they're in the right mood for it. I've spent $60 on new games that sell for $10 on sale now, without having ever played it yet, because the right mood hasn't taken me. Ill-spent money? Yes. But do I intend to play that game sometime? Still yes.
The tl;dr version is simple: You're not the generosity police. You don't know the context, so don't judge. Maybe some people enter giveaways for games they don't really intend to play, and that's obviously a bad thing, but some of us do honestly intend to play every game they own. Eventually.

I sort of understand your point, but I need to finish Defense Grid first Oo

In the end, I don't think anyone who doesn't enjoy the gifting experience shouldn't have to do it, if people call someone a leecher for this reason then oh well, the world continues to spin. I've seen a user do a requirement for a S.Gifts chat giveaway where the user had to have played so many hours of a percentage of their wins, if you're bothered by people not playing your games, you could try that. You could also try something else I've seen done by a friend, where you make the giveaway and they need to have added the game to their wishlist prior to the date of the giveaway, so if you gave out a game today, they'd have to have wishlisted it yesterday or before.

I've checked up on the people who've won my giveaways, and they've all played it (at least a little bit). I haven't played the games I've won, though, but I blame it on having classes all summer and having too many games to begin with. I planned on doing a stream for the game I won, but I haven't figured out how to get that working right :/

People are stupid, they just want to "win". They don't care what it is, as long as they see they "won".

i just give away games, don't care how they use it.

Most people have life, like me (I can only play at weekend). I won lots of games but haven't got time to play it, it is either I didn't have a time or I'm on another game at the moment(I almost never moved to another games before finished the current one). Another problem is not all people have good connection(like me), it took me a week to download Witcher 2 just to saw it restart from 0% after it reached 90%(I'm currently download GOG version since I got it free as well from backup feature). But that doesn't means I didn't wants to play the games I won. That is why I never enter giveaway with "you must play this game at least <insert hours here> a week".

So I use to make giveaways about every week since I finally got my first job and I gave 5 games out. I waited a month to see the end results of the people that won my games.
And apparently, its a huge fad to win a game and not even bother trying it. 3 out of 5 games I gifted were not even played and they were some quite good games.
I do not understand why people bother joining a giveaway for a game they do not even want, its like they join randomly and if they win, they keep it without playing. Does having more games enlarge their epeens or something? Because of these results, I feel that I should no longer gift to the community.
I was wondering, does anyone else get this result?
Edit: I would say taking a long period of time to play a game is explainable as long as they have a backlog or rarely login to steam or if a game is unplayable due to bugs. I've seen some examples though and all they do is play the same multiplayer game which doesn't have any advancements other than the multiplayer ranking system. Should have added this earlier.
