It was meant to be a bundled promo with hardware. Best Buy cancelled the orders and didn't honor them. This is what happened to me. Can't say they didn't honor ALL of them, but I got on it fairly early and was rejected.

Just a thought, how about something like this?
Games which has up to 400 giveaways = 100% CV value,
Games which has 401 to 600 giveaways = 75% CV value,
Games which has 601 to 800 giveaways = 50% CV value,
Games which has <801 giveaways = 25% CV value,
...
This way supply will naturally go down as the market gets saturated. (Due to bundles and sales)

The majority of giveaways have no CV requirement. Shouldn't that tell you something? Normal people don't care about CV. The site is for giving things away freely. Dwelling on CV is not in that spirit.

So if I am understanding you correctly here, what it boils down to is that you're basically saying it's okay get all twisted up over who is and isn't entitled to randomly gifted free games "because other people do it too". Is that about right?

Yeah, maybe it should. I think it might be a good idea. I've thought before that maybe CV is a necessary evil to keep the site running smoothly with better odds for the average user, but it seems there's a subset of the users that try to treat it as a way to game the system, and another group that apparently wants to treat it is a measure of how deserving someone is to win giveaways, which I do not believe was ever the purpose of it.

As far as I can tell, this is all just one big whine.
"I spent money on a game so I could give it away, but now the value of the game has decreased and I'm not getting full CV for it." Welcome to the free market system, where prices change all the time and there is never a guarantee that your investment will be worth anything, tomorrow. In case you were asleep, here are some reminders of what you (should) already know:
1) If your goal is to give away games, CV doesn't matter. If your goal is CV, you'll always get the short end of the stick.
2) Adding a game to the bundled list only matters if you don't give away non-bundled games. No bundled games == no problem.
3) Even a legitimate complaint is distasteful when presented as a whiny tantrum. A calm and reasoned approach works best.
4) If you're trying to "game the system" by trading bundled games for CV, don't cry when the system scores a point on you.
5) Keep your perspective. CV is nothing more than a virtual number in a database. Now, having your house burn down, that's a real loss.
For the record, I bought the AI War Collection to give away on SG, but it wasn't on SG's list, so I couldn't make a giveaway for it. My request to have it added went unanswered for so long that the Collection was eventually bundled, instead. Did I make a posting on the forums to rant about how my "investment" was ruined? No, I did not. I simply recognized that the free market had given me a loss and went on with my life from there. Perhaps that is because of something very valuable my father taught me:
"In reality, you're not entitled to anything. Learn to deal with it, or be miserable."

I'm not sure if you're actually responding to my OP or not, but here goes:

Look at my profile. I have no giveaways that would in any way be affected by the two recent games being removed from the bundle list. In fact, if this "petition" were successful, I would instead be hurting my CV due to previous Civilization giveaways.

I agree with all 5 of your points except for number 3. I do believe my post is calm and well reasoned. I give proof (with the exception of Metro Last Light I admit) that all games listed fulfill the criteria to be added to the bundle list. I therefore consider the post to be very logical and well reasoned.

Seeing as Command & Conquer Kane's Wrath and Tiberium Wars were added to the bundle list today, to be fair, Skyrim, Metro Last Light, Borderlands 2 and countless other games must also be added to the list.
Skyrim was sold in a pack of 10 Steam games for approximately $27, which divided equally, comes out to be $2.70, a savings of 95.5% off from the list price of $60. For proof that it was exploited, refer to this graph. There is a large spike on December 19, 2012, precisely when it was sold in this bundle.
Metro Last Light was sold for 1 penny at Best Buy, which is quite obviously an exploit and must be added to the bundle list. I would estimate that a good fraction of the Metro giveaways were from this exploit. Please add it to the bundle list. Based on new information, Metro Last Light is not a good example. Instead, I offer you Spore Creepy & Cute Parts Pack, which has the exact same discount in the Russian Steam store as Kane's Wrath.
Similarly, Borderlands 2 was sold for $2 or so during the holidays on Gamersgate, a discount of 96.7%. Do you see the huge spike in December and January of last year? Yeah, those are from this price mistake.
What about Civilization V? It has a similar discount as the two Command and Conquer games in terms of Russian pricing. It's not a coincidence that the giveaway spikes for this game occur exactly when the game was on sale.
All three of these games fulfill the main criteria to be on the list:
1) 95% off sale or higher
2) Exploitable/Exploited
Please add these games to the bundle list.
