I would assume because the only thing the Director's Cut adds is a new gamemode / level that apparently takes ~ 20 minutes to beat and the graphical improvements are questionable. Add on top that unlike Bioshock and Skyrim Remastered the game was not free for owners of the original game, not even a loyalty discount and you usually get bad reviews out of spite.
