Well, I've always been of the opinion that 'Thank you' has lost all its meaning here. The ratio of people who are genuinely thankful is watered down by people keeping their comment per entry ratio up. I still appreciate it and if a giveaway is just what I wish for and doesn't have a gazillion comments already I type a sincere thank you message to the creator.
So, I roughly follow the rule: Public, don't bother. Relatively unpopulated private giveaway, hell yes.
Also: No, I'm not gonna vote for your game on Greenlight. That's bribery and I only have like a 0.01% chance of getting what you're trying to bribe me with.

If you cater to a larger group, don't expect anything in return. It's not only that every entry is just like a grain of sand at the beach, but each giveaway is as well if you look at the whole thing.
The analogy works especially well, if you think of SteamGifts Plus as a sieve.

If you want to elicit a certain reaction (excitement, interest) you might want to give away more expensive and popular games to fewer people (higher price*popularity/entry ratio). Don't give up on that brain control device. Live your dreams.

Okay, I see you are a good friend in need. We are good friends, right, pal? Therefore, I offer you this short, but extensively tested, list of alternative ways to generate income (sorted by average availability):
1) Socializing with Nigerian princes 2) Holding people at gunpoint asking for goods (also known as armed robbery) 3) Pyramide sales... and last but not least 4) Online casinos (win = same bet, loss = double your bet -> infinite cash)

Feels better ? i'm pretty much like you, feeling the comment counter is a bit too much. But, you can't except people don't care about saying thanks. I mean i was raised by saying thanks when i'm given somethings. For me, getting somethings free (and even paying for it) i just say thanks, because that's the way life is for me (even if in my country now many people are just impolite more and more)

About referral links:
They are against the rules and yes posting referral links might get the poster banned/suspended if noticed/reported.
However, that's only if the the link is posted on SG. If someone from SG posts a referral link to you on Steam or anywhere else then that might be against the rules of that service and should be reported to the support team of that page.

1) Make it a private giveaway, then (with support approval) you can make your instructions binding (Anyone who just says 'thanks' will get rerolled!).
2) That's not really SG's responsibility. He might have found your username here, but the chat, and the 'trade' took place on steam. I would think you might have better luck on PB, at least get your referral bonus removed from him. You could also consider negative rep on steamrep/steamtrades for failing to honor his 'trade'.

2) Yes it is, however because they linked off the site of SG, and you accepted the ref link, they may have decided to do nothing about it, or maybe he had a short ban and you didn't notice.

@The ban thing, I reported someone who won my giveaway of fallout 3 GOTY and never activated the game. Nothing seems to have come from it. Someone has activated it, but not the guy I gave it to.
Doesn't feel very good when your generosity is underhanded by someone abusing the system. The guy has won around 11 giveaways as well, which is an fair amount of games potentially traded or hoarded, whatever he's doing with them.

We don't suspend users over personal messaging. Whatever happens outside of SteamGifts does not lie under our jurisdiction.
The users who created the reports are not notified about the actions taken, like DavidSarif said. Suspensions are between users and support staff only, and is no one else's business. Rest assured that necessary actions / marks are being made.

There are things that make me sad too. Thankfully I don't get to act however I want on those.
Well of course, just because I post a generic comment in all reports doesn't mean that I'm not reading them. Feel free to create a support ticket whenever you have a problem.

Hmm, just asks for Sleeping dogs upfront, or no deal. Sadly, you only get to be polite and generous with those you know OR feel you can be, and they are cool too. It's too hard (wink!) to know this for sure and not be wrong or fooled, I know, luckily most of the times I choose to trust someone that I knew from before or that I felt I could trust this person, it went ok.. most of the times!
So, this is what I've learned: don't put your trust ONLY on support, they're good and might solve your problem, but since you are not the only one and they prob are way over their heads it will take some time. Problem is that we want all and we want it now, and it's not gonna happen any time soon. Now, always take screencaps/logs, try to take it small, baby steps, if he/she wants to hurry, then it's signal to no go, 90% of the time, if is pushing, avoid.

I usually make giveaways with some simple instructions: for example my latest giveaway: "Gimme a vowel, two words, a number between 1-10 and choose between heads or tails instead of saying thanks"
That's great isn't it? except a lot of people don't care about it D:, I mean it's not a problem if they enter without comment just don't say thanks, easy right?
So I just check some of THOSE people's comment's amount and they are around 2000-7000.
Why does SG shows how many comments you made? It just makes people spam because some giveaways/groups have entry/comment ratio!
Or just make that it only counts forum comments and not giveaway ones.
Also if you reply please "Gimme a vowel, two words, a number between 1-10 and choose between heads or tails instead of saying thanks" 'cause they don't do it in my precious giveaways D:
