Quick question: is there any chance that the game will run without Epic's launcher spyware? Like Assassin's Creed Syndicate, which is supposed to run fine with Uplay only once registered/linked through the Epic launcher. Maybe the same is true for GTA V with the Rockstar launcher?

I've got RDR2 on their launcher and it requires both launchers to run.
If I launch the Rockstar games client RDR2 appears but it has a button that says "Play on Epic Games"
But I do hope it only runs on 1 client for RAM/CPU usage reasons

So the game will be played on rockstar servers, and EGS players could play together with Steam players, is that correct?

It has happened multiple times in the past. Not in relation to any individual game promotion, no, and so you'd be correct if you specified a bit more but, no, Steam definitely has had its platform go down on occasion, even across extended periods. The last time was even fairly recent. Hell, we've even got an entire thread here on SG dedicated to the topic.
Moreover, while less universal, there are plenty of less-large-scale issues with Steam that'll make it so some of us can't play games, especially following the UI update some time back. For example, I wasn't able to play games for a few consecutive days just a week or so ago (and Chat and other services have been mostly broken for me for an even longer period). It's really not an abnormal event for Steam at all, rare as it may be.

I've yet to have an issue that someone else hasn't had, but I've had a few that were seemingly rather rare. Even just going off Steam friends alone, there seems to always be others on my friends list who'll report similar issues. For whatever reason, Steam has always just been very erratic in who is affected by whatever new glitches it pops up.
Of course, that doesn't mean you can't come across user-specific issues. Those can typically be resolved by reinstalling Steam (not that Valve makes that entirely easy, you gotta carefully delete specific files to force a re-update, since it won't let you uninstall normally while any games are installed).
However, more typically the issues come in waves, affecting multiple users, and are resolved after a few updates. Though given that Steam has had me download ah, 60? updates over the past two weeks [part of that thanks to the fact that it keeps loading me into a new update prompt after updating, several times in a row], it's been a bit of a bizarre situation to deal with. Not sure yet if anyone else has had the issue, but the updates are definitely linked to the issues, as my services will go up or down specifically following a specific update (or chain of updates).
And no, as I said, simultaneous widespread issues are a thing. Here's the thread I mentioned. Last widespread, long-duration issue was January 30rd of this year, you can see quite a few comments made on the matter during that period. Looks like there've been some shorter duration or less-widespread issues since, as well.

Depends on the games. Even ones that don't use Steamworks multiplayer may use Steam as a portal for accessing a game, meaning you'd still be unable to connect. Conversely, on the other side of the spectrum, Steam does have some games that are configured as DRM-free without any cloud elements, and you won't even notice the lack of Steam server connection with those.
But yeah, as someone who used to exclusively play in offline mode, I can't argue that Steam mostly works fine without a server connection. If that's not the case for Epic, then that is certainly an issue.

Haha so true. What is funny is Steam has been around for a long time and had many sales with this always happening and it still happens to this day. But Epic is bad because it happened now.

Same here. I mean, I enjoyed GTA Vice City... but that's most probably because of the 80's vibe. I tried playing San Andreas after that and thought it was an absolute snoozefest. Saints Row: The Third tho, I thought it was great. I just love the over-the-topness of the later Saints Row games.
As for GTA 5... I'm not interested, even for free.
