Thanks, have released the key.
The reason I briefly add the winner is to more easily check that the dlc is not owned. If I check any random steam user for dlcs on their account most will not show. However the dlcs are displayed in steam is the reason Steamgifts users can enter for a giveaway of a dlc even if that dlc is already owned by them. So some sort of coding issue, I don't know.
