I found a reddit where someone gifted a Steam copy from a non-Germany region to a German after they noted the same issue, the German responded that they didn't have any issues receiving the game. Further, the only activation restrictions listed for the game on SteamDB are Japan and Korea. It seems it's just not listed for purchase on the German storefront, rather than having any actual purchase/activation restrictions. That makes sense, as well, since I've the understanding that games with activation restrictions reliably state having such clearly, rather than offering a "not available" message.
Anyway, looking at SteamDB, there shouldn't be issue with activating any purchase of this game in any region other than Japan or Korea, unless you're purchasing from RU/CIS (which is restricted on activation to those regions). The listing which appears to be the primary one for CD keys [versus storefront activations] doesn't list any restrictions, however, so there shouldn't be any restrictions at all with your Humble key.

A pain, sure- but for me, Steam's internal [10% currency difference] region restrictions are far more annoying. Between that, the inability to store gifts, and various other changes, it's become really difficult for me to manage to gift anything off of Steam. Moreover, I just keep managing not to catch enticing deals on secondary marketplaces before they end, and most of my long-term traders (who would trade me their Monthly extras in exchange for Steam gift cards or CS:GO keys or the like) have stopped trading over the past year or two.
I feel like bundles are really the only accessible way to gift games anymore..
..and as you noted, that option still leaves us with certain issues to stress over. :S

This could be a case where its region locked on Steam meaning you can't buy the game there but you can activate a key for it XD
I've experienced that with a few games my side, where for some stupid reason it was region locked and I couldn't buy the game on steam but buying it retail or from Humble Bundle worked just fine and activated without any issues XD
