Would be pretty easy to write a script to do that, deactivating all your entries for a game the moment you win it, and that wouldn't even be too much of a strain on the server I think, however:
That would mean not only getting your entries for that game pulled, but also waiting for 7 days. Suppose for a second that creator is a [redacted] and doesn't deliver the game, that's 7 days of not being able to join for that game.
In other words: there are unpleasant scenario's thinkable either way, so choose the option which has the lowest annoyance-factor. Add to that the fact that you can check wether your winner has won the game before, just like how Archi found out about these folks.
Recommendation: ALWAYS check your GA winners before sending the key/gift.

No, you can win the same game 5 times, activate once, and still break the rules by winning the same game multiple times, which is sometimes also connected with regifting those extra copies.
If you want full check for "bad" guys, you should do check for non-activated giveaways, check for multiple wins, and finally a check if the guy doesn't own your game given away already. If all checks are passed, he's a good guy.

This is common when game goes bundle or on sale, people do not sync their SG accounts instantly.
It's not like you "must" do that, more like you "should" do that if you want to be sure that the guy is alright.
In perfect world winner should tell you that he did win that game already and you should reroll, this is what is happening in private groups, but we're not in private group here.

Reminds me of that time when there was SG hype to gift Dead Bits Soundtrack - there even was some forum event about giving at least 5.
There were few rerolls - obvious when dozens if not hundreds people gift same game in same time - people joined and didn't bothered to unjoin their other entries. What was sad, there was bunch of winners who clicked received for more than one copy of that soundtrack, instead of not accepting gift.
