You can't. Administrators set level manually for users they like. So your only chance is to befriend one (or more) of administrators/moderators.

Finding a game key is good first step. One that is not activated or disabled. Then go to https://www.steamgifts.com/giveaways/new and put then the name of game in the box. If there isn't ** next to name you are good to go. Next add the key after clicking the key radio button... The rest can be whatever. It will complain for some problems. Next press Review Giveaway. And then the next button too. After that wait. After waiting. Then go here https://www.steamgifts.com/giveaways/created . Find the Unsent text. Press it. Now press "sent gift". After a while(minutes to days or more) you should have CV! (Only if key was good and winner could activate it!)
