Dark City is a very fine choice.. for me my underrated gems are:
City of Lost Children : Jeunet's masterpiece with Ron Perlman and some fine acting all around.. if you can get past the intro (where people get put off right away) there are some beautiful scenes.. the teardrop scene is one of my all time faves.
Constantine : Rachel Weisz never look more enchanting and the devil never so wicked.. throw in a masterclass from Tilda Swinton and it's a lot of fun.
Equilibrium : often mistaken for a matrix rip-off (it came out before the matrix) its a great story and some clever work for a director on a budget.
Grabbers : if Tremors had been made in Ireland.. and yes booze plays a major part.
Not always critically underrated these but sometimes underrated by the public.

eXistenZ - basically Inception that was made 15 years before Inception
After Hours - It's not really underrated, but not many people have watched this film. It's one of the older films from mr Scordese. The atmosphere of Soho shown in it, bizarre course of actions and grotesque scenes make it one of my favourite films ever.

Leon aka The Professional (but ignore the Director's Cut)
Probably my favourite movie of all time. Highly rated by critics, but nobody I speak to seems to have heard of it! Stellar performances from the entire cast. Every one of them totally nails it. Oldman on form as usual, Portman excels even as a kid, and I don't think Reno has had as good a part since.
Just ignore the Director's Cut. The extra parts don't actually add anything and the montage scenes make the middle part drag too long. I totally get why they were dropped from the theatrical release.
Also, Withnail and I. Very British humour, totally stupid but hilarious.

It did offered something, the ending was quite good, its just the pace that is incredibly slow, but its so creepy and beautiful to look at, the jungle is beautifully shot, just like an herzog´s movie. even those tribal children looked real and scary.

Eternal Sunshine won an Oscar and Children of Men was nominated for 3, so I don't think you can really say they were underrated. They just weren't really the kind of movies that people sit and talk about anymore.
One that comes to mind for me Wristcutters: A Love Story. Its just such an odd movie.

13 Assassins from Miike? It's a great movie from a really popular japanese director, for a remake it was well received, it even shares the same score on imdb
Battle Royale is not underrated, people are still copying this movie, 15 years after it came out
