I can confirm for:
- Strider: 2 cards in 50 minutes, Humble Key, second launch: old play time of 15 minutes
- Hush: 3 cards in 80 minutes, Humble Key, second launch: old play time of 23 minutes
- Remember Me: 1 cards in 10 minutes, Humble Key, first launch
- The Incredible Adventure of Van Helsing 2: 1 cards in 14 minutes, Steam Gift, second launch: old play time of 6 minutes
Situation:
- I never refund a game
- I've 2578 games
- I've 140 badges (I craft them only during event)
- I sell cards when I've more than one of them
- I always play/idle game by hand
I'll keep testing and buy one cheap game to try with a store purchase :)

you can use steamtradematcher to trade your duplicate card for a 1:1 ratio from the same set, now they even have a user script that auto pick both of your card so you don't have to wait like 1 min when the other guy have more than 5000 cards

I never heard of crafting badges during events. What benefit does that give? I hope me crafting badges anyytime I complete a set wasnt a complete waste :)

If the event has any event-specific badge card sets, you'll get a card instead of a coupon when crafting.
It's pretty much my main source of wallet funds to spend during events...and why I now only craft badges during them... :P

K3W3L was faster and is right, it's just for that, I start to craft some (3-4 badge) when the event cards appear (usually 1 week before the event), and after I craft 2-3 badges each days ;)

also tested it on some random game key i got recently and i got 2 drops in like 30 mins :o
i have like 50ish games with card drops left, so hope its not just a bug and its here to stay :D
edit: got all 3 cards in 30 mins. not bad steam, not bad :)
now gonna test a game that was bought in store, that Labor of hercules thingy, to see how does that one behave :x

Just dropped first card from Talisman: Prologue after about 14 minutes of play (free keys were given away a while back). I don't know what is going on with the drop system but I like it!

Retail copies drop cards in normal time. Copies from steam store after 2 hours... This is good step i think, we cant refund games from ohter sources, so why wait on every game 2 hours plus too? :)

Seems like whatever is going on is account based from everything I have read. Now the problem is figuring out why one account gets normal drops and another gets the 2 hour penalty.

Maybe it has to do with number of market sales? Like if yours is low because you turn it into badges versus someone who sells every single card?

That's strange, I think, maybe we all have to reboot steam to get the "update" and somebody didn't.

Status:
-Steam was not closed since 3-4 days.
-Going to Idle-Master 4 games at once with CSGO open as well.
-By the way all of them are keys.
Edit: after 15-18 minutes, Endless Space dropped a card. Idle Master was in mode "Idle games simultaneously before the 2hs mark", Endless space is well over that mark and wasn't meant to be idled.
Pretty strange, but I'll keep idling without closing steam, still 4 games under the 2hs mark.
Edit2: after 26 more minutes, nothing dropped.
Restarting steam, Idling one by one.
Edit3: after more problems, 10 minutes of idling got me a drop on Deadlings. Still under 2 hours.
Going back to multi-idling, CSGO closed.
Final Edit: 17 more minutes multi-idling with idle master gave me nothing. That proves nothing, yay!

tl;dr version: If you haven't previously refunded a game on Steam, you probably won't be hit with the 2 hour before card thingy.
Seems like this is the case on my end, as I just got a Doorways: Holy Mountains of Flesh card about 12 minutes into idling! Though I had the key from maybe at least 2 weeks ago...and I have never refunded a game :)
EDIT: took 1.2 hours total for Doorways, now idling Pushcat which I just got today. Will report results here!

It's not quite working for me. I've tried three games now. I get the first card after ~20 minutes, but then it's another 2.5 hours before it drops more.

I won Unhack and finished it yesterday - all cards were dropped before i saw credits. And it took me about 2 hours. Nice change. Last month i played few short games (half to one hour long) and had iddle them long after that to get all cards.

Interesting, I just had a 40 hour idle session from Monday to Wednesday with the 2 hour delay firmly in place. After reading through this thread, I idled Super Killer Hornet and had card drops at 11, 31, 51, 71 and 91 minutes...
That sure would have saved me a lot of time if they had implemented it a couple days ago ^^;

seems if you had requested refunds even rejected will affected drop time, and no market access (only have trade ability) affected too.
i can confirm that
have 2 alts with market access and just farm card ability, both never requesting refunds.
1st alt with market ability and no refunds drop all cards less than 2h
2nd alt with no market ability and no refunds drop starting drop cards after 2h
and my prime account have market access and refunds history (accepted and rejected) starting drop cards after 2h.
as long as valve still not change their refunds policy soon, im no problem with this recent update
i have no doubt to ask refunds if game purchased not working properly or frequent crashes when played.
