It took me a while to understand BL = Blacklisting... lol, well I blacklist dishonest people (not giving away games in their GAs, lying in discussions, scammers, etc.), other than that I have a pretty high tolerance for a couple of trolls and impolite people. The only blacklists I'm currently on (that I'm aware of) are revenge blacklists.

First of all, I will not blacklist you without concrete proof. I will also not revenge blacklist.
There aren't many people on my blacklist.
That being said, the worst I have seen has got to be one of the two following (I'm intentionally keeping this vague):
1.) I do expect you to play the game eventually should you win.
What does eventually mean? Sometime in the next... forever.
I don't really care when you play it, or if you play it just to farm cards. But don't fucking waste the game.
If the last time you played a game was last year - either your account is an alternate account or you're wasting the games.
Either way, you don't deserve any more wins.
2.) Don't bullshit me. I understand that this is a giveaway site and you're not obligated to give games away.
I will not blacklist you for your ratio alone. But I will blacklist you for being a leeching cheapskate (mentioned previously, I require concrete proof).
Don't try to feed me some bullshit that you have no money to giveaway games, when you have a trade thread open that's bigger than Texas and a library of games bigger than mine.
Clearly, you have the capacity to give away something, but you choose to not do it.
The above two have tried to add me on Steam to discuss their terms of blacklisting. I ignored their friend request.
I expect you to be smart enough to figure out why you've been blacklisted. I've been able to figure out exactly why people have blacklisted me, so you should be able to too. Am I being too harsh?
Also, I will clean out my black list periodically. Which means, if I can't remember why you're there because I can't find any proof (i.e. Your regift giveaways have been deleted, you figured out why I had a problem with you), you will be removed.

That's perfectly understandable. :) The way Steam is designed, you're going to have too many games and not enough time.
We are all afflicted with this disease, so there's nothing wrong with that.
I know people will get to the game eventually.
My issue is when you go to a person's Steam profile and it says the last time they played any game was over half a year ago.
Either that account is inactive, or it's using family share. Either way, something isn't right.
If your profile has me strongly convinced that you won't be playing a game you win from me, that's when there's a problem.

My blacklist is filled with only a few types of people:
1) Abusive leeching (group related, getting kicked for abusing their ratio, etc)
2) Spam/advertising
3) Begging either in the discussion board or my profile/friends list. I've had it all. I had someone beg me over and over even after saying no.
4) If I report you for anything
Basically it takes a lot for me to outright blacklist people. I have no problem with thanks in giveaways or disagreements with my opinion on the forums, but I think Wheaton's Law applies. Don't be a Dick!

I once blacklist peeps for spamming thank you. It was more of a way to catch bots but when you have a large sum of giveaways going at once, 10+ c/p 'thanks' gets annoying quite easily. At least put a bit of thought in it, imo.

Notice the word "wishes"... Wishing=/=doing. If you "just don't support" same-sex marriage as you say, by default it means that you "wish" same-sex relationships won't have the same privileges heteresexual couples, but if they had you wouldn't actively do anything against them (or in other words... if it was all up to you they couldn't get married).
