One thing worth noting is that as the game just went on sale, you should probably hold off for a day, because they may have just added a region restriction (happened to me during a prior sale. When I went to buy, no restriction showed up. It didn't work. The next day, checking the game had the region restriction show up.

The charge on your account may also be a hold that gets released later (happens occasionally)
And, you could always tell your credit card company that your card was compromised and get refunded that way

The game isn't region locked but you may need either a proxy/VPN to purchase, or both a proxy/VPN and a SA registered PayPal account.

It's actually really easy to set up a Paypal account in SA using Entropay. Paypal allows you to have two accounts in their ToS (though ofc you're supposed to have a legit address and such in this SA country... i used address for some hotel i had been at years ago)
unfortunately i had made it in brazil. not good. the banking regulations there make it difficult with (ed) regulations dealing with currency control and such (can only use the Brazilian Real for domestic purchases, for example, and if paypal acct is in brazil, it's domestic purchase). if i ever decide to make another, it'll probably be in chile or panama

because i can't send myself money in paypal, i'd have to withdraw it to a brazilian bank first, or deposit from a brazilian bank, to have a balance in real. it doesn't let you send yourself real internationally, either.
that means i have to eat the 5% entropay charge + currency conversion fee every time, instead of just sending myself money, like with a chile paypal acct
.... & entropay currency conversion fee is higher than paypal's, i think 3% vs 2%. not sure if international transaction fees are diff. wouldn't be surprised if that's like 2% vs 1% also. it's 4.9% flat fee to fund entropay
