Steam support refunded a DLC I bought for a friend. Steam indicated that he didn't already own it but he did. I'm not so sure you can get a refund for a game you've already played.

DLCs aren't always shown, so you should ask your friend next time

Well, it was supposed to be a birthday gift, hence why I didn't ask.

I was referring to Hotline: Miami. There's no way in hell I'd suggest a COD game post-MW2. Activision lost my support a long time ago. And yes, he should definitely at least try for a refund.

I got my refund awhile back, they actually do a 1 time courtesy. You just have to get the right support staff and make something up like your pc can't handle the game and they will give credit back. I believe if the refund goes through, you will have it in your steam wallet.

Yeah, my refund went into Steam wallet.

I hear that everyone gets one steam refund if they've already bought and redeemed the game.

If you bought it and it was not gift and if you spend in game just few hours you have big chance.

In a lot of countries, consumer laws allow you to ask for a refund. Having installed/ downloaded the game changes nothing. Steam ToS don't overrride laws.

Me thinks you should look up the definition of a ToS, it operates independently from standard consumer laws.

Me thinks you should look up the definition of consumer laws, they overwrite any and all ToS in non-corrupt country.

They can write anything in the ToS, even say that making an account gives them the right to harvest your organs when you'll die.

Still, if your country has consumer laws they'll override Steam ToS.

In a lot of EU countries, you can ask for a refund within 7 or 15 days, even if you downloaded the game, even if you played it, heck - even if you finished it. Look up distant sale regulations (for UK).

Just write to support, quote the law (depending on which country you are, they're distang regulations for UK, they're different for other countries) and they have no choice but to refund you.

Support staff will often quote the ToS but, by making Steam available in one country, they fall under its law.

This section 7 even concurs what I said : "FOR EU CUSTOMERS, THIS SECTION 7 DOESN'T REDUCE YOUR CONSUMER RIGHTS, ACCORDING TO THE LAWS IN YOUR COUNTRY." - roughly translated.

/\ Exactly this, I have even talked to a few lawyers about it. The law is the law and no contract, TOS or agreement can allow anyone to break the law or at least this holds true in my country anyway.

I guess we need a petition to remove all games from Activision from Steam...they don't do anything new + they don't ban hackers!

Black Ops as well as Black Ops II use excellent anti-cheat tools. Congratulations, you're just a classic hater.

I played two games of BO2 in a free weekend and both had hackers. I doubt it's that bad usually, but it still has problems with hackers.

That would probably happen to any AAA multiplayer game if you make it available to everyone. I've played Black Ops II for about 400 hours and I've seen two, maybe three hackers total.

Not really. Never seen a hacker in Dota 2 for example, and thats a F2P game.

In what world is Dota 2 not AAA? "every time Valve pushes out a new update for the game, it accounts for 3% of the world’s total internet use".

Dota2 update consume 3% of the worlds total INTERNET usage?
Source?

I might buy into it if you said US's Internet usage for that day or even just for that exact time period, but total usage globally would be insane.

Dota 2 is actually one of the largest multiplayer games (slightly behind league of legends I believe) so yeah.

It IS insane, doesn't make it false. Dota has a huge playerbase. My source? The almighty GabeN. Click

I also said "...if you make it available to everyone". That doesn't include Dota 2 since it's been free to play from the very beginning, unlike Black Ops II.

Well Dota 2 is avalible to everyobe always, so shouldn't it have more hackers? I fail to see your logic.

This is pretty much true. As long as there is a good excuse then you're good.

For scenario #2 it's even better if the game is still in your inventory. Everything I buy goes in there until I actually play it.

Sometimes merely having a game gives you stuff like discounts or CD keys, and then support has to deal with revoking those too.

I've heard that Steam will do a 1 time refund if you've not done it before. I've never requested one myself, but I have heard of it happening. The worst thing that can happen is they say no. Just try it.

I recently requested a refund from them, for $2.49 steam wallet for Fez which won't launch (and the developer doesn't respond to support emails), and was denied flat out with a form email telling me they will never ever offer any refunds for non-valve games. I had a problem with Mass Effect years ago and was also denied, though EA refunded more than my money (which was a surprise to get a response from them at all)

Steam does offer refunds for none valve games, however if your account shows that you had 200hrs in a game and you say it doesnt work, well...
It also helps if you dont demand a refund and call them a bunch of lazy jerk offs.

Not that you are guilty of either, but for others who may not know.
As far as I know, refunds are limited in scope, and done on a case by case basis. Steam is under no obligation to refund your purchase, just like most shops are under no obligation to refund your online/pc game purchase.

Well, I'm not gonna bother screenshotting it and uploading that somewhere, but here is a copy/paste of the exact reply;
Hello Evan,

As with most software products, we do not offer refunds or exchanges for purchases made on our website or through the Steam Client. This includes, but is not limited to, games, Early Access Games, software, gifted or traded purchases, downloadable content, subscriptions, and in-game items/currency.

We will make an exception and refund titles that are still listed as available for Pre-Purchase on our website. The refund request must be received prior to the official release date for the item. You can see when a pre-purchased title is scheduled to officially unlock by viewing the green information bar on its store page.

This only applies to preorders purchased from your account; preordered titles received or sent through the Steam Trading system cannot be refunded. We do not offer refunds for Early Access Games.

Please review Section 3 of the Steam Subscriber Agreement for more information.

If you bought the game on steam you can get a refund, if you activated a key you will not get a refund. Imagine howmany people would ask for refunds on humble bundle games they bought for 1$ and now want dozens in return. If you did buy it on steam however what you wrote makes no sense because they do in fact refund non valve games too.
