There has been several examples where the dev didn't have their game in greenlight or didn't promise keys, but they decided to give steam keys anyways to the people who purchased their game/bundle.

It's just suspicious, that they named this "Software Bundle #2" but the first one was called "STEAM Software Bundle". Well anyway, people that are in for the +1 should be cautious of that I guess :D

Some Humble Bundles and Killer Bundles, basically ever main-series Be Mine bundle ever, and some small percentage of the rest.
It does happen, it's just maybe 1 in 15 bundles that it does.
Of course, it doesn't help how many junk IndieGala, Cubic, DIG, Lazy, Flying, OtakuMaker, etc bundles get put up.
The odds are a lot better once you remove those from the equation :P
