Neither of those! This one is from the early 2000's, and it's a sequel of the first game where this character plays in a 3D environment, instead of their long history of being only 2D :)

I have a feeling I've seen it. As a picture, it's a guard (?) who has a helmet with a chinstrip (the grey up, and the smaller part below) on their head (the orange-y on the right) while seemingly peeking from a wall. The bronze-ish coloured stuff in the left is their right shoulder. The big red is part of idk...box art?

Seems to be that crappy neutered GBA port of Tales of Phantasia, but I'm only roughly 68% sure. This is a VERY generic sprite backdrop set for floor/area tiling, that's been used in literal dozens of different J-RPGs, platformers, and TDS, for decades. It's like looking at "free" assets from "public domain" libraries. It might be some particular version of Seiken Densetsu (2, perhaps), as well.
Definitely NOT Chrono Trigger, however, as CT has very distinct sprite assets with very specific coloring that look nothing like that.
