Is it worth double-paying for The Outer Worlds?
They are technically different apps not just in name. This version has the original graphics and some other stuff as well as separate DLCs (included in the Expansion Pass). This version also has another separate DLC with which you could upgrade it to the Spacer's Choice version thus being able to switch between the old and new version. The Spacer's Choice Edition app doesn't include the option to use the old graphics and stuff.

The Outer Worlds is just the base game.
The Outer Worlds: Spacer's Choice Edition, is the enhance version of the base game + all DLCs
As one of the few people who actually owned the base version and upgraded to the enhanced edition, I can tell you the differences.
As I wrote in my review of the game:
The new edition has much better graphics. Not just better resolution, but many graphical changes.
The people look much more realistic (to the point that some have completely different faces), planets have additional huge structures in the background, which make them look much better. And other minor changes as well.
It does come with a cost though. It definitely takes up more GPU resources than the original, and some people have reported bugs & crashes (although I must admit, in my 40+ hours I have not encountered any)
In addition, the new edition has more/better Steam achievements.
And the game itself is slightly more difficult - when playing the same difficulty level as the original.
Overall I felt the new version was the better version, and having the choice - the one I prefer to be playing.
But that may not be the case if you have an older/weaker GPU...

The Outer Worlds (2019) is a LOT lighter on system requirements than The Outer Worlds Spacers Choice (2023 Remaster).
While the lighting and graphics may--or may not-- have been significantly improved (depending on whom you ask), the minimum system requirements did jump sharply.
Spacer's Choice is also a new AppID (1920490), compared to the base game's AppID (578650).
For those of us with older, and weaker, GPUs (or systems in general), the older version may be the one to pursue.

Interesting, they included The Outer Worlds Spacer's Choice edition in Choice, and here we have first original version of the game + expansion pass. T1 sucks ass, T2 is decent but I'm really interested only in The Entropy Centre so I will try to trade for it.

I'd be interested in Journey To The Savage Planet, but I have it on GOG so even co-op is likely sorted, and The Entropy Centre is nowhere as wanted for me to pay this kind of money for it.
Tier 2 is somewhat reasonable with $3/game, but considering the recent bundling of Outer Worlds, it's... pretty weird choice to feature it in a bundle this soon.
Keeping the Outer Worlds expansion pass hostage in a double-priced tier just because High on Life is in there as well feels criminal, after they just recently bundled the full/definitive edition of O.W.
Do not want / expensive, so it's a simple skip from me.

Not sure if I should buy or not. I'm interested in everything but Breathedge and Entropy, so it breaks down to $5 each, which seems okay. For $30 though, they seriously couldn't also throw in the Savage Planet DLC?

having to buy high on life just to get a dlc for a game from the previous tier is something i never liked
