I always thought it was just a random joke. I haven't been around long enough to know for sure. I know that potato is also a word for console on the PCMR subreddit, though that could just be a coincidence.

Either way, I find it funny when someone puts it in their poll and 9/10 times, I choose it.

A POTATO is a Person Over Thirty Acting Twenty One. This often involves consumption of alcohol, especially vodka.

The reason potato is so popular on Steam is because it was part of an ARG and April Fools joke from 2011, a Steam community event related to mainly TF2 but also other games, in order to announce Portal 2 which also has a character that at one point says "I'M A POTATO". Lots of spinoff related items and people still use the term today.

Context would help. The first thought that comes to my mind is a potato computer. Meaning a really really bad computer that can barely run anything and loads super slow. I prefer the term wooden computer, especially one powered by a hamster in a hamster wheel. Then when said person lags we say, oh his hamster fainted.

I've always thought it was loosely connected to the "Tomato, Tomahto" which has come to mean "same thing, who cares.." in a way, but adopted to a different meaning here and elsewhere and later also connected to the whole Portal 2 story/meme..

"Potato" is basically just one big meme. There are jokes about potatoes on so many different TV shows, movies, games, etc. You may even hear it in real life if someone says "oh i look like a potato today" or "you're about as useful as a potato" or "this camera is a potato." Basically potatoes are just funny for some reason, and are sometimes used to describe something negatively, like the examples above.

The main potato reference on Steamgifts has to do with Portal 2, and so many people say it on here that it's become like an inside joke within this community. So there's your actual serious answer :)
