I think that by crossing out the value, they might mean the bundle won't necessarily be worth over 100 dollars anymore.

it only works if you have never, ever subscribed to the monthly
There's apparently a time-out of like 6 months or so, where they try to incentivize old subscribers to come back by treating them as new subscribers again for those coupons. (Or so comments on the forums and my personal account experience indicate.)
Likewise, apparently (according to forum comments) regular subscribers get a loyalty bonus of sorts, with 10% off current-subscriber coupons popping up in their e-mail on occasion. I'm not sure exactly what it takes to qualify for those, however. So if Cut has been subscribed for a long while, that may be the place for them to look for a discount.

Don't ask me, I've no firsthand knowledge of it. But the loyalty promotions have come up in mention on the site several times before- this (See attachment) for example, as well as similar comments through that thread.
Also, according to comments in that thread, seems you may be treated as a new subscriber again after only 3 months, rather than the 6 I indicated before.

It used to work like that, meaning you could apply one 10% off from the monthly coupon once, no matter when you used it. But now, last I checked, it only works if you have never, ever subscribed to the monthly, regardless of how much you paid back then.

more question, they said in faqs will take ur money for next month bundle 7 days before next bundle come up, if i subscribe bundle in that 7 days before new bundle come still, am i still get this month bundle??
and why lot people wamt to pay total warhammer for 12$, can they sell it that copies more expensive?? its not make sense

You can only get a bundle before it is revealed,meaning you will always pay for the next month's monthly; they just tell you the date where they automatically charge your card if you don't pay before that. You cannot get the monthly once they tell which games are in it.
The early reveals always sell for a higher price; some, in time, can reach a price on trades and on the grey market that exceeds the original 12-dollar buying price, yes. It is only a question of whether they bundle the game again or that one monthly was it.

ooo i get it, maybe they own some website like blablabla and after few month passed, they can sell it in full price,, 50$-12= 38$,, if they have 100 copies 38$x100= 3800$ ,, if i subcribe know i still get total war hammer, becasue they didnt reveal next bundle game?? anyway thanks for answer sir

In their policy, seems monthly is non-refundable, but worth to try.
The problem, $12 is all i have in paypal before next payday (March, 1st) and i want to buy some BS bundles,
seems some of them expired before 1st of March. Will be missed that if they refused to refund T.T

I was going to suggest you ask. I"ve found HB to be reasonable and courteous, once you do finally get a hold of a person.
If you do truly want that $12 back, be sure not to activate anything from that bundle, until you resolve the ticket or give up on it.
I also like Dingbat's recommendation to buy a gift and gift yourself. I may do that when I decide to un-sub.

I managed to sell warhammer total war for almost 12USD in steamtrades which means the rest of the games are free to me. Trading is always an option if you don't "need" the money.
All that said warhammer is worth that price alone if you like strategy games.

I wasn't even thinking to buy WTW since I am definitely not interested in and it's very expensive. I would just buy it one or two years later when it hit 75% discount. But this was really a good offer and even made someone like me -who doesn't buy a game until it gets heavily discounted- decide to buy it. I am also very curious about the remaining games.
