1) I don't think the account will be terminated, you just won't be able to use the Steam market.
2) I don't see why you would get banned because you use the same credit card. I don't think there is a rule for owning more then one account (not sure though), so unless there is, you won't get into trouble.

OK, so I have two Steam accounts. I have my primary account, which I use to play games, trade and so on. The other one is a backup account which I mainly use to store free games for card idling. As you may or may not know, you cannot use Steam market if you haven't made "a valid Steam purchase that is between 30 days and a year old with no recent chargebacks or payment disputes." (that's a direct quote from Steam).
I have two questions:
1) What happens to your account if you haven't purchased a single game during a 1 year period? A) The account will be terminated. B) You won't be able to access Steam market until the end of the universe. C) ???
2) If I happen to buy a game from my secondary account, am I at risk of getting banned, because of using my credit card information that was used to purchase games from my primary account?
