Hello there, i have a question regarding steam trades. I was recently scammed by a guy who apparently told me to go first and he had a good rep. I traded him "The ship" for... OBVIOUSLY NOTHING! He blocked me and removed me. Yeah i know i was quite dumb but i didn't lose much. I was just wondering how many steam reports are needed for valve to take action against him. By the way, if i trade a game in the steam trade window and i click accept without getting anything in return (the guy will give me a steam key later) is that considered gifting or being scammed? Will valve take any action in this situation? Thanks in advance.

Unfortunately, valve are notoriously ignorant of trades which were not conducted in what they deem, the proper manner, which is entirely through the trade window, so I doubt action will be taken. However, one tip for you in the future, is that the person with the key for a game, should ALWAYS go before the guy sending the actual steam gift, no matter what the rep. This is because it can be easily ascertained if the person has a steamgift in his inventory, since you can see it, while a key is much harder to verify. Sorry I can't help with this case, but hopefully you avoid such scammers in the future.

No worries, i did not lose much. I just want to prevent this from happening again and therefore i need as much information as possible. What if this scam happened outside steam? Let's say, an other community rather than steam itself.. such as reddit? Is steam able to take any action regarding this precise situation? By the way, thanks for your reply!

As far as I know, steam is extremely unlikely to take action on an event that actually takes place outside of their software, or company, as they simply don't want to get involved, unless the thing is on such a mass scale that they really must do something, such as with key leaks in the past. But at some point the transaction must've occurred within steam, so I guess there is a little chance.

Just one.
That's not considered gifting.
