Looks like you have in-game code for the skin. Not full game.

And on SteamGifts you can give away only keys / gifts that unlock full game / DLC that is promised in the giveaway. In this case of your now-deleted giveaway you'd need to provide to the winner copy of X4: Foundations. Not DLC for it.

If you indeed have code for the full game - create other ticket.
