he was probably joking because each account needs steam account linked and you cannot link accounts instantly to new id + steam catch you even if you change ip or anything and temp ban you if you make too many accounts to fast.

they give one key per steam account i guess, not sure if they check if one account already got serverd but you need to link your steam account to get the key.

keys doesnt have set any expiration period. Just HB gift links and redeeming system can be limited by HB. Not keys itself.
