Something that have bugged me for some time, who has the permission to ban an user? Just cg, the super mod(s), ..?

Anyone at support level or higher can suspend, but there are different kinds of suspensions for different lengths and for different reasons, and I do not have the authority to perform all of those functions.

Full on bans aren't really all that common read: REALLY RARE, and to be honest, I'm not sure about exactly how those are done.
On the other hand, there are permanent suspensions, which are very much like a ban?

But -as far as I know- a permanent suspended user can still spam you, someone with a ban can not.
I know they are rare. I know of one user and his "brothers", some told me a couple of weeks ago, they found four.

If you don't mind me asking what is the ticket about (without naming anybody) ? Because this site has a lot of rules and unwritten rules so a lot of people who are new here or not involved in the community file tickets that turn out be to irrelevant like:
The creator of the GA I just won 5 minutes ago declined my friend request and ignores all 3 friendly messages I left on his profile saying "Gib key NOW!". He should be permabanned immediately for such rudeness!

Hey everyone, our support family is growing today. We have 8 new users joining the team:
I think they'll be a great help to the community, and I'm looking forward to having them with us. Try not to scare them away! This brings our staff up to 24 users, although a few are inactive. We'll see if we can push that number closer to 30 in the near future to help reduce response times, and to spread out the workload amongst the staff.
