Are you disappointed in some high level users?
There are definitely rulebreakers, even serial rulebreakers, at all levels. It's very disheartening. Especially so because it's not hard at all to avoid breaking the rules to begin with. I suppose as long as it's possible to get away with it, there will always be people taking advantage. :/

There are 985 people on my blacklist and basically all of them are level 5+.
It took me quite a while to get to such a large list of people that have stopped sharing after reaching a certain level, are using bots, have a bad ratio, highly offensive avatars (I am not talking about some sparely clothed chicks, but stuff like a dude rectaly inserting a large bottle) or just move keys around in those closed micro groups with a dozen active members.
Sorry if I sound like a prick, but that's just my Authism talking and on the plus side taking a closer look at the participants of my giveaways has left me with almost as many users on my whitelist.

If you would want to share I am genuinely curious what I did wrong to end up on it as I don't think I fit any of the reasons listed above (I still make giveaways whenever I have any leftover keys, I am not using a bot, I don't have the best ratio but I wouldn't call it bad either, there is no way my avatar is offensive and the group I make GAs for has +700 members and my WL another 180)
Mind you, I don't particularly care that you blacklisted me as I think everyone has the right to blacklist whoever they wan't for whatever reason they feel like, it is like I said just genuine curiosity.

I'm sure sometimes it's a screwup, where the person made a mistake and activated a game on the wrong account or didn't realize they won the same thing twice. But more often than not it's probably assholes trying to take advantage and that's pretty sad, but what else is new.
Normally my rule is I only care if the user has broken a rule in the last 6 months. Then if I think I'll be able to get one, I'll reroll.

The vast majority of people are still good. It's just that the ones that break the rules are so much more prominent/memorable. And it's easy to do because the consequences of breaking the rules are negligible -- besides, even the worst punishment possible (a permanent ban) would not dissuade most rule breakers from going ahead if the prize was sweet enough. I speak from unfortunate experience.

ALWAYS make a ticket. My GA was rerolled while someone got suspension thanks to unactivated win from 3 years ago.
If there were punished, you wasted few seconds. If they weren't punished, such a nice feeling of justice.

Why there are so many rule breakers on high levels?
I made a few 5+ GAs last week and there was one all valid reroll and few winners that I even haven't bother to create a ticket, because their "crimes" was made two, three or four month ago... I just blacklisted them.
Why someone who is here for like 2-4 years and on high level, is still breaking rules?
I'm thinking about making only private and SGTools protected GAs from now on...
EDIT: What I have learned: "You have less rules breakers on higher levels because well you have less high level users... not because they break rules less" wise words from DontBeSilly.
Now I think that this is really true and describes some of you comments well. Level doesn't matter :)
And some of you are telling me to report rule-breaker no matter what, but I'm just discouraged to do this, by some moderators officiousness in those cases...
