They're mostly voting against Trump. Just like a large number of Trump voters are actually voting against Hillary.
They both have their fan base, but it's mostly about who people think will do the least damage at this point. And Trump is most probably the worst of the two.

Congress declares war, not the president. Regardless, it's those local politicians that someday become members of congress, that some day may be president. If you only participate in the last 5% of something, don't be surprised if you're left with shit options.
