Well, "Hacked" is a bit of an exaggeration. :p
Yes there is a program that allows you to unlock achievements on steam, but seeing as achievements doesn't actually do anything that's between you and your profile page.
This is no different than people using save-games to unlock achievements, or using regular old in-game cheats to unlock achievements, or just using a mod that happens to change certain aspects of a game which unlocks achievements more easily.
If people want achievements just to have them then bless them, if people want to unlock achievements just to unlock them then bless them. It doesn't concern me or you. :)

its only for games that use VAC if the achievements are hacked - so games like TF2, KF, L4D, etc - a lot of games have no VAC - examples bastion, thomas was alone etc

You'll get banned for editing statistics (if you do stupid stuff like decreasing values to be precise), not for unlocking achievements. And if they (Valve) really wanted to do something against it, they would. But they don't. Only some of the achievements are "protected" and can't get unlocked with the help of tools.

It actually does effect us. It takes away value and meaning from accomplishment. Kinda like a trophy, really. It might sound stupid, but some of us get joy from random achievements, especially some of the really hard challenges that are not all about grinding.

Some games include achievements which can no longer be obtained after certain events (preorders, event maps, multiplayer servers dying, etc.) which is ridiculous, especially if a player buys the game after the achievement is dead. As long as such achievements are classed the same as meaningful ones, in my eyes the achievements system is broken. Ideally, Steam should have a way to divide game achievements into obtainable and unobtainable so that the idea of a complete game (in the sense of achievements) might at least mean something, but I can't see that ever happening. With the way things are, I completely encourage the cheating of broken achievements (though I don't care enough to do so myself) and hell, cheat the others if you want too, it's not like they mean anything if you didn't go through the effort to earn them.

or some games like the recent change and remove of windows live for bioshock and batman - u earned the achievements from them but when they removed that they never transferred your achievements to steam

Hacking achievements is pointless, in my opinion, they the extra bonus when playing games, to unlock a cool new achievement, getting achievements can be more fun then actually playing the game. I don't have many, but I am not just talking from a steam stand of point.

I certainly don't use those programs. To be honest I don't even care about achievements; and they're only fun if you actually work to get it. I think the program people use is called SAM, I heard of it before.
