Neither the US, Ukraine, nor Russia are parties to the Oslo Treaty.
Personally, I don't favor landmines or cluster bombs.
In an island nation, it is strategically significant to place lots of mines in the sea and on the coastline.
However, disposal always comes up as an issue, with WW2 unexploded ordnance being found in the hundreds recently, and only a few places where there is always smoke coming out of areas where there are too many unexploded ordnance to process.
(Japan stopped using them during the Zeroland Mine Campaign. But the need still needs to be examined.)
As a practical matter, even at the time of the dam break, unexploded cluster bombs and washed away mines are still spreading downstream, and even if the war were to end just now, it would take years, in the order of 10 years, to conduct a landmine survey until there is a guarantee that a large area can be reliably and safely inhabited.
Conversely, if a place has been "made into such a place," there is no longer any reason not to use it.
If anything, it would be a precautionary possession to prevent the Russian government from sacrificing untrained Russian soldiers by "having it" and expecting to run out of ammunition, a method that would force the Russian government to win.
The cluster bombs provided by the U.S. have a dud rate of less than 2%, not the antique Soviet-made 5% to 40% dud rate, and Ukraine has had a number of cluster bomb attacks on urban areas, but has condemned them internationally, so they will not be directed at Russian citizens.

Yeah I know Ukraine has not signed the treaty. I don't know their reasons, probably Russian threat I guess (which would also explain why Poland never signed it either). Still, even after the dam catastrophe it would just be adding fuel to a fire. 10 years is an optimistic prospect for a survey, we had some in Europe after WW2 and... they're still going on. I read earlier that unexploded bombs from WW1-2 could still be a threat in 500 years.
Anyway I'm no military expert so I don't know what kind of tactical advantage those munitions would offer compared to less threatening stuff, but it's kinda concerning the Ukrainian government would risk the safety of its future generations for a slight edge in the conflict :/

A video shows mobiks refusing their deployment. They have not received any payment since January and they've been in combat for 10 months with no leave. Some excerpts:

[Video on Twitter] - Mobiks of the Russian regime have lost over 50% of their company resisting the offensive in Novodarivka, west of Rivnopil, both recently liberated by the Ukrainian defence forces. Mobiks are forced to fight without artillery support, are left without provision and water, and as they claim they haven't been paid since January.

According to them, the servicemen were fraudulently led to the front line, where they spent 15 days under mortar fire with no opportunity to take cover, no air or artillery support, and no working communications.
On July 2 they were ordered to retreat: "There was no evacuation of the people, so we had to withdraw on our own. We passed more than 30 kilometers, and in the process of retreating we were hit by the enemy with cluster munitions. As a result, our losses increased.
Now they are trying to send them to Kleshcheyevka again to hold their positions. According to them, the command of the military unit is forcing them to "become volunteers," and is threatening to disband the battalion and send them to " penalty units like the Storm or Z unit, where convicts are fighting. Russia is risking troops "degradation" amid the war in Ukraine due to a lack of "combat-ready" reservists, according to the Institute for the Study of War (ISW).
A report published on Thursday by the U.S.-based think tank cited pro-Russian military bloggers who said that Russia's army was lacking defensive capabilities in southern Ukraine due to an inability to "rotate" troops in and out of combat. ISW suggested that the shortcoming would impact Moscow's ability to defend against the ongoing Ukrainian counteroffensive.
Oleksiy Danilov, secretary of the National Security and Defense Council of Ukraine, said in a tweet earlier this week that the Ukrainian counteroffensive—focused on Russian-occupied regions in southern and eastern Ukraine—had "been particularly fruitful" in recent days, maintaining that progress was being made "calmly, wisely, step by step."
The ISW report suggests that it may become more difficult for Moscow to halt the counteroffensive the longer it continues. The report notes a military blogger's claim that Russian troops mobilized in the southeastern Ukraine region of Zaporizhzhia had "been on the frontlines since October 2022 without any rotations," due to "no available personnel to replace them."
