International Atomic Energy Agency (IAEA) experts have observed directional anti-personnel mines on the periphery of the site of Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP), Director General Rafael Mariano Grossi said today.
During a walkdown on 23 July, the IAEA team saw some mines located in a buffer zone between the site’s internal and external perimeter barriers. The experts reported that they were situated in a restricted area that operating plant personnel cannot access and were facing away from the site. The team did not observe any within the inner site perimeter during the walkdown.
“As I have reported earlier, the IAEA has been aware of the previous placement of mines outside the site perimeter and also at particular places inside. Our team has raised this specific finding with the plant and they have been told that it is a military decision, and in an area controlled by military,” Director General Grossi said.
“But having such explosives on the site is inconsistent with the IAEA safety standards and nuclear security guidance and creates additional psychological pressure on plant staff – even if the IAEA’s initial assessment based on its own observations and the plant’s clarifications is that any detonation of these mines should not affect the site’s nuclear safety and security systems. The team will continue its interactions with the plant,” he added.

In my experience, it doesn't work that way: people here either understand everything perfectly well from day one and don't need to be persuaded, or are completely immune to any arguments, any facts, any proof. I think the greatest insight comes from personal experience and when people aren't affected by things personally, they tend to also rail against change. But, I do note that the Russians I know are opposed to the war. They do however have to worry about putting themselves and their families at risk if they speak out, which adds another level to things (especially when they have children). That is as much a statement about living in countries where your freedoms are completely fickle though.

Russian occupiers are hated by locals
[Video on Twitter] - Heated argument in Donetsk between a local and an occupier: desperate man armed with a hatchet accuses the Russian of nazi-like behavior. "In 10 years, you only brought me sorrow, not joy" he says.
It is difficult to understand what is happening without context but the occupier seems to have moved to Donetsk in 2014 (Abakumova is a district of Donetsk), while the local man says he was tortured by invaders. Clearly, the man is distressed after 10 years of occupation. He avoids directly saying whether he is "for" or "against" something, probably aware of potential consequences.
This interaction indicates that the mood on the ground in Donetsk is not what Russians want you to believe.

Six people, including two women, beat the veteran, calling him a murderer, and mocking him in all kinds of ways. His friend, also a veteran and also without a leg, tried to help, but no avail. 🤬 About yesterday's attack, more victims: Twin Russian strikes on Ukrainian city kill civilians, then hit rescuers, official says
Five civilians, an emergency worker and a service member were killed, said Pavlo Kyrylenko, the head of Donetsk Regional Military Administration.
First responders arrived on the scene to treat the wounded and dig people out from under the rubble, only to be targeted themselves.
The Russian Ministry of Defense said its forces had hit a command post, but Dobriak said there were no military targets near the city.
At least 81 people, including seven first responders working for Ukraine’s State Emergency Service and 31 police officers, were wounded, according to Kyrylenko. The deputy head of the Emergency Service’s Donetsk branch, Andrii Omelchenko, was killed, according to Ukraine’s national police.
Russian forces have been accused of carrying out double-tap strikes in both Ukraine and Syria.
A report last year from the Organization for Security and Cooperation in Europe (OSCE) accused Russia of carrying out a double-tap attack in Kharkiv as well as other “clear patterns” of violations of international humanitarian law.
At least 78 rescue workers have been killed in Ukraine since the invasion began and another 280 have been wounded, a spokesman for the State Emergency Service said.

[Video on Twitter] - There’s this footage reportedly showing interrogation of a Ukrainian P.O.W. by Russians. The soldier is threatened with an axe and a gun to his head, demanded to reveal positions “behind the railway” from where Ukrainians were allegedly running raids on Russians.
There’s conflicting information about the event and whether it really took place, but footage looks believable. The Ukrainian mentions a settlement of Kolisnykivka, there is one with this name in the Kupyansk district on the Oskil river.
Some Russian sources said that the Ukrainian belongs to a sabotage group that was making raids on Russians.
If the video is legitimate, and it really captures a Ukrainian prisoner of war, these actions can be qualified as a war crime, according to the Geneva Convention.

While the world watched the opening of the Olympic Games in Beijing, Russian troops were invading their neighboring country. Even though Dmitry Medvedev was president then, it was clear who actually gave the order to start the war.
The situation then: Georgia, a small country, chose the path of pro-European development. And Russia felt nostalgia for the former great empire and saw "another ship leaving its harbor".
A part of Georgia still remains occupied, 15 years later. Did that August make Putin feel omnipotent and free to do whatever he pleased with the former Soviet republics? It's likely. The problem is not so much if Russians will have enough to eat, I think they will. Unfortunately two parties in this cursed war Russia and Ukraine are massive grain exporters. Their decline in production is felt around the world e.g. in the Middle East. Add to this crop failure in China due to drought, flooding and extreme weather and you have a very bleak outlook for many countries.
