Breaking the rules for the first time shouldn't get you perma-banned anywhere. Depending on what you did (how easy it is to see that it was wrong) you should even just get a reminder to read the rules and that the next time you'll get banned for a certain amount of time. This is when (for a moderator) it becomes interesting to see the reaction of the person that broke the rules.
Person 1 will say that they didn't know that they broke the rules, are sorry and will never do it again.
Person 2 might just say 'Yeah, whatever', skim the rules and try not to run into another problem.
Person 3 could tell you to <beep> off, not tell them what to do and that they don't give a <beep> about the rules.
It's not so much about breaking the rules once, it's more about if people are understanding what went wrong and are willing to change it. I don't personally hate anybody that breaks the rules, but if they do it several times there is something very wrong about it and I'm inclined to say they shouldn't be allowed to use the site anymore.

Permaban after the first violation is just stupid, never will happen (At least I hope)
But let's face it, if one gets suspended two different times for for example regifting, and still commits it for the third time, I'm not exactly sure that person wants to keep the site's rule at all.
As others mentioned - not activation is helluva easy to fix, one should just buy / get a game sometime later. Often it's a small bundled game ( " I found it shitty, gave to my friend) that could be fixed from essentially Steam wallet, yet people doesn't even try to do that.
So don't get me wrong - as long as one's learn from his/her mistakes I hharbour no hard feelings towards them. But in my book they'll only be redeemed fully if they activate everything I know it was long time ago, but HL2, Just Cause 2, LA Noir are great, totally, seriously get them

Ignorance of the rules is no excuse. You accept them when joining up to the site, choosing to not actually read them is the individuals problem not everyone else's.

oh well... I had to convince myself very had at the beginning to even use my steam log in here at this site, then I've won a "big" giveaway from a publisher and wanted to "try out" how it works if I give a game away (so I didn't activate it and regifted). Obviously I have not read the rules, I never visited the forum or anything. But after some time I realised how this site works and that it's "legit". The funny thing is that I got "punished" for the regifting almost 1,5 years later lol 1 or 2 weeks ban, I don't remember it clearly.
I love this site now, the silly discussions, the jokes, I've met some great people here. But at the same time the arrogance of some people here is sometimes unbearable. ^_^ discussions about that people are worthless if they have not given away that much, blahblah, omg you're just lvl 1, how dare you. I see this site as a "giving games to people who can't afford buying them" and I prefer it if people win who have NOT given away much. But ofc this site would not work without the generosity of some people <3 not to forget :) back to topic, I do not mind if a person has broken the rules, as long as there is a positive development. You should not be punished forever, for doing mistakes that happened at the beginning or months ago. It's so fucking easy to judge others :)

you're absolutely right. that's what i always say in those discussions. i broke the rules when i was new here, and i think my profile is proof enough that i completely changed that a long time ago. perma-bans for a few mistakes are just a bad idea. period.

For the past month or so I have seen a massive rise in the number of threads calling for perma-banning of anyone who commits anything against the rules. It just seems like everyone is up in arms over this. I can understand people’s frustration over un-activated gifts, regifted ones, and general rule breaking, but not the rampant hate that seems to be streaming everywhere. I don’t know if there have been more people committing these in the past while, which would explain the rise in threads, or if people are just flaring up, since I have not had this problem for a while.
The point of all of this is that I have been on the other side, and made mistakes. I’ve used SG for almost 2 years and when I started out I didn’t read the rules. Because I was an idiot, I ended up getting banned for unactivated wins & regifting and was threatened with a perma-ban. This was more than a year ago. I served my time, have been giving back to the community, and am now working my way from level 4 to 5.
I can understand the anger and frustration at some of these people, and know that the site has grown a lot in the past 2 years so now bots are a lot more prevalent. But we still have users who will make the same mistakes I did. We still have people who might stupidly try to make a profit from this site before realizing how wonderful the community can be.
What I ask is that you don’t think of these people as evil that needs to be removed from the site immediately. Don’t blacklist someone just because they have an unactivated win from over a year ago. Don’t give in to hating someone for a mistake they made when they still didn’t understand SG.
tl;dr – While there are malicious users, there should not be blanket perma-banned for everyone who makes one mistake. Don’t hate people just because they were stupid. They might end up giving back a lot more than they ever could have taken in the first place.
